Constitution

Background Policy

In keeping with the directives of the education division, the parents committee meeting on 7th December 1996 launched a school management committee (SMC) for Yangchenphu High School with members from among the Parents, Teachers, Students, Dzongkhag Administration and TOSAOY (YANGCHENPHUG Alumni).

Broad Objective

The role of the SMC is to provide advice and support to the school Authorities on request and to supplement the school’s resources by encouraging parents and the local community to participate in programmes and special activities of the school.

Terms of Reference

  • To initiate and support all internal fund raising activities and give approval for the disbursement of such funds.

  • To approve changes in school uniform.

  • To approve school discipline policy, and to authorize its implementation. The SMC should also act as an independent arbiter in disciplinary matters.

  • To participate in programmes and special activities identified by the school authorities.  

Composition

The committee shall consist of the following

  • The chairperson and the vice-chairperson elected from the 11 members representing the parents

  • Member secretary (principal, YANGCHENPHUG) and

  • Sixteen other members elected as follows;

Membership criteria

The Principal, Dasho Dzongdag, President of TOSA OY, Vice Principal, a Senior teacher and two School Captains shall be ex-officio members.

The eleven parents members (including the chairperson and vice-chairperson) shall be elected at the annual parent teachers meeting to be held in the first week of April.

To be elected as a parents’ member, the incumbent must have a child at the school at the time of his/her election to the committee. This requirement may be waived by the SMC on a case-by-case basis.

Duration of Office

Parents’ members shall be elected for a term of two years.  

Eligibility for re-election  

Parents members shall be eligible for re-election for a maximum of three terms. After three terms, he/she must stand down and shall only be eligible for re-election after a gap of one term.  

Resignation  

An elected SMC member may resign from the committee stating his/her reasons at any time. The SMC has the right to terminate a member from the committee if in its opinion the membership of the incumbent is detrimental to the smooth functioning of the SMC  

Extraordinary vacancy  

If the office of a Member becomes vacant part way through a term, the SMC shall nominate another member to fill the vacancy. A member appointed under such circumstances shall hold office only for the remaining duration of the term.

Decision  

For any decision to be taken by the SMC, 2/3 of the Parents’ members must be present. All decisions shall require approval by a simple majority of members in attendance. In the event of a tie, the Chairperson shall have a casting vote.  

Meetings  

The SMC shall meet at least three times a year as per the following indicative timetable:  

March : To receive the annual calendar and approve policies and budgetary plan      for the year.

July : To give feedback and examine progress reports.

December: To assess the year’s performance, review the level and disbursement of internal funds and consider the major activities carried out by the sub-committee during the year.

Special meetings of the SMC may be convened by the chairman as and when necessary.

Sub-Committee

  • The SMC may establish sub-committees to carry out specific functions and activities under its supervision

  • The SMC has the right to vary the Terms Reference of any sub-committee or dissolve it any time.

  • Each sub-committee shall be headed by one of the SMC’s Parents Members who shall be responsible for recruiting participants, planning and implementing activities and reporting to the SMC.

  • Sub-committees must work closely with the school Authorities at all times.
